Previously on NCIS: Hawai’i Season 1 Episode 22 Finale, Captain Milius continues to work with Tennant and her team in the aftermath of the prisoner exchange between U.S. and eastern Europe. Also, Whistler takes Ernie’s advice and makes a grand gesture in the hope of winning back Lucy.

On NCIS: Hawai’i Season 2 Episode 1 Premiere, is a continuation of the NCIS Season 20 Premiere! Kai and Jesse check the plane that Herman flew in on and determine that everyone onboard except the pilot was poisoned by a drink, just like in DC. Herman calls them and taunts them.
Kate and Lucy wake up and have breakfast in bed. They enjoy each other’s company a lot until they both get a text that The Raven is on the island.
Ernie tells the team that Herman is targeting RIMPAC, a huge Naval training exercise. When Tennant and Torres are alone, they have a discussion about if there are any feelings between them. Palmer video chats with Jesse and Commander Chase and informs them that the is Soman, a deadly fertilizer.
Ernie adjusts Knight’s back, and Kate interrupts them. They believe that Herman had to have help from inside the prison. Ernie finds the guard, Lieutenant Gary Shay. Parker shows up at the prison acting like a therapist and tells Gary that the team just searched his house.
Meet Bam Bam
Parker calls Tennant and tells her that Vivian is doing ok after her surgery. Ernie, Hines, and Kate track The Unkindness to the RIMPAC location and Herman to a hotel. The team surrounds Herman, who pulls out a detonator!
Herman tells the tourists that they can leave as he just wants Torres and Tennant with him. He warns everyone that the detonator is a deadly nerve agent. The team calls in Boom Boom, who is on another job. Boom Boom sends Bam Bam as his replacement.
Ernie finds that Herman has plagiarized his manifesto from Professor Staggs, who is also on the island. Herman disarms Tennant and Torres and tells them that they are all just waiting now.
Professor Staggs is questioned but does remember Herman. When shown a photo, he explains that Herman is really Jason Herns, and he was kicked out of the Navy for being mentally unstable.
When Ernie hacks the TV behind Jason to get a message to Tennant and Torres, he is caught. Jason demands that Professor Staggs be brought in to him. The team realizes too late that all Jason really wanted and was waiting for was Professor Staggs.
Professor Stagg’s son is partaking in RIMPAC training and will call you tonight. Jason wants to kill the professor’s son. The team realizes that the bomb must be near the professor’s son.
The team and Bam Bam find the bomb, and Bam Bam is able to defuse it. When Jason tries to detonate the bomb, nothing happens. Jason tries to shoot Professor Staggs and is blocked and arrested.
Jason wanted revenge on the Professor because he helped get him kicked out of the Naval Program. Afterward, Torres and Knight celebrate with Tennant’s team on closing the case.
